1. If an effect causes a character to gain or lose health, that character 's health total is adjusted accordingly.
2. Damage may be dealt as an effect of a hit, trick, usable item, spell or ability. The hit, trick, spell or ability will specify which object deals that damage.
Damage dealt to a character normally causes that player to lose that much health.
So does loss of health as outlined by rule 1 count as being dealt damage?
Damage to a player is loss of health, not the other way around. When a player is "dealt damage," they lose that much health.
Spells that specifically say "lose health" cannot be reduced by spells or abilities that redirect damage. Damage is caused as "a result of combat" or "as an effect of hit, trick, usable item, spell or ability" (1).
Spells that cause loss of health do not cause damage. Instead, they go around damage and just cause the loss of life. There are several ways to cause damage like hits, tricks, usable items, spells or abilities, and when these objects would inflict damage on a character, that character loses that much health.
So if character takes damage, it lose that much health; if a character loses health, they lose that much health.
This distinction between damage and loss of health is important.
They are intentionally kept separate for spells like like Exhaustion (Decreases health of target enemy for X%.). We wouldn't want you to be able to prevent the loss of health caused by using a simple damage reduction spell or ability, like Absorb damage (Absorb all damage. You gain Y% health of dealt damage. Requires: Juggernaut weapons.), so loss of health is kept as a separate concept.
